Windows Device Recovery Tool cannot see it? That's normally not good.

I was under the impression that Windows 10 ARM was not a "Professional" version of Windows 10 and therefore unable to modify group policy. Though I must admit, I didn't even try that. Then life happened and WoA bricked. I'll redeploy tonight and try that.

I was under the impression that the 950 running underclocked was documented? It's the reason I bought a 950 XL instead. Sounds like you are missing the recovery drivers that get installed with Windows Device Recovery Tool.

Are you using the cable that came with the phone? If not, have you tried another one? Some cables don't follow USB-C regulations and mix up the pins. Try with a different cable Have you installed the proper drivers? You need both the regular Windows drivers as well as the recovery drivers to install...
