Yes, if you boot with anything USB-C connected (verified with USB-C headphones) it will bug the Windows shell. You can verify this by plugging in the power supply and booting from a shutdown state. Seems to be working fine for me. Detects both of my docks and successfully adds anything plugged into the dock as a device on the phone. I was under the impression that Windows 10 ARM was not a "Professional" version of Windows 10 and therefore unable to modify group policy. Though I must admit, I didn't even try that. Then life happened and WoA bricked. I'll redeploy tonight and try that.

Sounds like you are missing the recovery drivers that get installed with Windows Device Recovery Tool.
