Is cellular network still not "generally available"?

Is cellular network still not "generally available"?

Hi, I deployed a Windows 10 on my Lumia 950XL (RM-1116) today, and I inserted my SIM cards in both slots. However, I see no cellular network available in network connection, even though there are Qualcomm Mobile Broadband Devices listed as network adapters, nor can I make a phone call or send SMS.
I'd like to know if cellular network is still not "generally available", or do I have to modify some settings to enable it? Thanks.

what build of windows 10?
To put it shortly, it means this:
On builds newer or equal to 18912, Cellular will not work anymore on Lumias running Windows Desktop with the current codebase, Calls, Texts, data will not work and probably won't ever do unless some massive effort is put into rewriting the stack.

I think it's not such new as 18912, but cellular doesn't work. Do you have any idea?
